Green Industries of Colorado: 2025 Legislative Session Preview

As Colorado moves past the 2024 elections, attention now shifts to the upcoming 2025 legislative session, which promises to be both challenging and critical for the green industry. The House and Senate have elected their leadership, and committee assignments will soon follow, setting the stage for key policy debates. Given the tight state budget forecast, lawmakers will be carefully managing resources, and surplus accounts could be at risk of being swept to address budget shortfalls. This financial climate means GreenCO and its members need to stay vigilant and proactive in protecting industry interests. 

One key priority for GreenCO in 2025 is addressing the backflow prevention issue that arose in 2024. Working collaboratively with state agencies and legislators, GreenCO aims to support effective, practical solutions that ensure public health and safety without placing undue burdens on the industry. Over the 2024 interim, GreenCO worked closely with the Water Resources and Agriculture Review Committee on legislation that looks to remedy this issue, this bill is expected to be one of the first bills introduced.  

Additionally, GreenCO will engage proactively in shaping pesticide legislation, advocating for science-based policies that balance environmental stewardship with the industry’s operational needs. A significant concern will be opposing any attempts to remove state preemption on local pesticide regulations, which could lead to a patchwork of inconsistent rules across Colorado’s municipalities. 

Tax policy will also remain a focal point. GreenCO will continue its participation in the Sales and Use Tax Simplification Task Force, working to streamline tax processes and reduce administrative burdens for businesses. These efforts are crucial for creating a more predictable and business-friendly environment, benefiting not only the green industry but the broader economy. 

Collaboration with the construction industry will be another priority, particularly in terms of efforts to improve the legal and regulatory environment related to construction defects. Addressing these issues is essential for fostering growth and ensuring that landscape and construction businesses can operate efficiently while maintaining high standards of quality and safety. 

With many new legislators taking office, GreenCO recognizes the importance of education and relationship-building. The organization will focus on informing policymakers about the unique challenges and opportunities facing the green industry. By serving as a valuable resource, GreenCO aims to build strong partnerships and ensure that the industry’s voice is heard on critical issues.
