Emission Reduction Strategies for Lawn and Garden Equipment
GreenCO engaged the Air Quality Control Commission during the process of the Commission adopting Regulation 29. This regulation establishes restrictions on the use of small hand-held lawn and garden equipment between June 1 and August 31 within the Colorado ozone nonattainment area on Federal and local agencies projects. This regulation goes into effect on June 1, 2025 and state agencies cannot use gasoline-powered push and hand-held lawn and garden equipment. SB24-005 Prohibit Landscaping Practices For Water Conservation
SB24-005 was recommended over the 2023 interim by the Water Resources and Agriculture Review Committee to be introduced during the 2024 session. GreenCO engaged on this beginning January 1, 2026, the bill prohibits local governments and special districts from installing, planting, or placing nonfunctional turf, artificial turf, or invasive plant species as part of a new development or redevelopment project. Further, beginning January 1, 2025, the Department of Personnel and Administration (DPA) must not use prohibited landscaping in construction and renovation projects on state facilities. The bill does not apply to nonfunctional turf installed before the effective dates, certain grass seeds or sod, or artificial turf on athletic fields of play.

GreenCO worked collaboratively with state agencies, legislators, and other stakeholders to support effective, practical solutions that ensure public health and safety without placing undue burdens on the industry. Over the 2024 interim, GreenCO worked closely with the Water Resources and Agriculture Review Committee on legislation that looks to remedy this issue, this bill is expected to be one of the first bills introduced. We will keep you updated on the legislation as it moves through the process during the 2025 Legislative Session.

New Technologies
As Colorado moves to adopt new technologies to address multiple issues, including Carbon Emissions as well as Water issues, GreenCO continues to be a resource on these issues. Not only do we work on these issues when it comes to legislation but when it comes to rulemaking as well. This includes irrigation regulations (ie controllers).
