H-2B Changes September 2025

Dear ALCC Members,

We want to alert you to an important change impacting all H-2 visa applicants.

The U.S. Department of State has announced that beginning Tuesday, September 2, all H-2 visa applicants must complete an in-person interview. The interview waiver option is no longer available. This change applies to all H-2 applicants, including those who have previously held H-2 visas. Any applicants beginning the process on or after August 28 will be subject to this requirement.

Key Details:

  • Mission Mexico will reopen nine consular locations for H-2 visa appointments: Monterrey, Tijuana, Guadalajara, Mexico City, Nuevo Laredo, Matamoros, Hermosillo, Nogales, and Ciudad Juarez
  • Mexico City will begin offering H-2 appointments in September 2025, while Guadalajara will begin in February 2026.
  • Mission Mexico anticipates an additional 350,000 interviews will be required in Mexico alone. Employers are encouraged to use all available consular locations to meet this demand.

The H-2B Workforce Coalition has sent a letter to Secretaries Rubio and Noem urging reconsideration of this policy. We will continue to monitor this issue closely and keep you updated on any developments.
